Member Advisory Council

SEMCOG engages members and other regional stakeholders in directing regional plans and policies and recommending positions on state and federal legislative and regulatory proposals. View the SEMCOG Experience brochure or see below to learn more.

Affiliation Groups
Affiliation group members include SEMCOG members and other regional stakholders. They receive regular electronic communications on topics of interest, and may hold meetings periodically. SEMCOG General Assembly
The General Assembly is an opportunity for SEMCOG members to network and share best practices, and provide input and take action on SEMCOG's major regional plans. It consists of all delegates and alternates from SEMCOG member communities and institutions. All elected officials in each member community and other regional stakeholders are encouraged to attend the General Assembly; only the delegate or alternate, who have been appointed by their governing bodies, can vote.  

Member Outreach Meetings
Member outreach meetings are held in each of the seven counties. These meetings are an opportunity to network with staff and other SEMCOG members in a smaller setting. They provide an opportunity to share input and learn about SEMCOG's current activities. Outreach meetings held in the spring include Executive Committee elections.

SEMCOG University
SEMCOG University is a series of free workshops for member local elected leaders and community staff. These opportunities are free-of-charge and close to home to our members.

Task Forces
To quickly leverage the expertise of our members and other regional stakeholders, SEMCOG uses issue-specific task forces. They are created as needed to provide detailed policy guidance or technical assistance in support of SEMCOG policies and programs and report to the Executive Committee. Task force members are appointed by the SEMCOG chairperson.

Transportation Advisory Council (TAC)
Meets fourth Wednesday of the month at 9:30 a.m. — approximately 10 times per year. TAC identifies and responds to regional issues involving existing and future transportation systems; including roads and traffic safety, transit, airports, and rail. Recommends action on regional transportation plans and implementation through the Transportation Improvement Program (TIP). Reports to the Executive Committee. 

Regional Clearinghouse Review Committee (RC2)
The RC2, created in 1974, consists of local elected officials charged with overseeing SEMCOG’s review and comment process. Besides reviewing a weekly list of projects submitted for review, the RC2 becomes involved in the review of individual projects whenever problems, objections, or controversial issues arise. The committee has been empowered by the General Assembly to make recommendations on behalf of SEMCOG in the federal regional review process. 

Transportation Improvement Program Development Committee (TIPDC)
Meets as needed. TIPDC is an advisory committee to SEMCOG's Transportation Advisory Council and is responsible for reviewing projects submitted for funding through the Transportation Improvement Program. The committee consists of members from each of the seven county Federal-Aid Committees, Michigan Department of Transportation, and representatives from counties, cities, villages, townships, and school districts.

Bylaws & Legal Committee
Meets as needed to review, amend, and/or adopt organizational policy. Reports to the General Assembly. 

Finance & Budget Committee
Meets four-to-six times per year to recommend approval of the budget and work program, contracts, major purchases, and leases. Reviews the financial statements and audits. Reports to the General Assembly.
