General Assembly meets on March 23

The General Assembly (GA) of SEMCOG will meet on Thursday, March 23, 2006, at the University of Michigan-Dearborn Fairlane Center, South Building (19000 Hubbard Drive, Dearborn) beginning at 4:30 p.m.

Detroit Mayor Kwame Kilpatrick will speak about his vision for Detroit and Southeast Michigan.

The GA will be requested to adopt:

  • SEMCOG's FY 2006-2007 Annual Operating Budget and Work Program Summary for the fiscal year beginning July 1, 2006; and an amendment to the 2030 Regional Transportation for Southeast Michigan.
  • A presentation, "One day in Southeast Michigan," will discuss how SEMCOG work positively impacts the region.

Highlights include a presentation from Ken DeBeaussaert, Director of the Office of the Great Lakes, discussing the annex recently signed by the governors of the Great Lakes states. Member Outreach election results

SEMCOG announces the new members of the Executive Committee elected at the Livingston and Oakland County Member Outreach workshops.

Livingston County
The delegate representing cities and villages is Howell Mayor Pro Tem Steve Manor; the alternate is Brighton Mayor Steve Monet (both re-elected). Elected as the delegate representing townships is Green Oak Township Clerk Michael Sedlak; the alternate is Hartland Township Treasurer Kathie Horning (both re-elected).

Oakland County
Elected as the delegates representing cities and villages are Walled Lake Mayor William Roberts and Madison Heights Councilmember Margene Scott (both re-elected). The alternates are Troy Councilmember Robin Beltramini and Huntington Woods Commissioner Jeff Jenks (both re-elected). Elected as the delegate representing townships is West Bloomfield Township Supervisor David Flaisher; the alternate is Highland Township Supervisor Patricia Pilchowski (both re-elected).

Tribute to Maryann Mahaffey is March 24

Local elected officials and others are invited to attend a luncheon formally thanking longtime Detroit City Councilperson (and former SEMCOG Chair) Maryann Mahaffey for her years of service. The tribute luncheon in her honor will be held on Friday, March 24, 2006, beginning at 12 noon, at Cobo Center (Portside Room), Detroit. MCDDA technical assistance conference is March 30

SEMCOG is proud to co-sponsor the Michigan Community Development Directors Association (MCDDA) Spring conference on Thursday, March 30, 2006, at the Lansing Center, Lansing. This one-day event offers updates on issues facing community development today. Sessions include discussion of the FY 2007 executive budget for HUD, a field trip to the Urban Options Energy and Environmental demonstration house, working with Habitat for Humanity, and ADA rules and regulations affecting the Community Development Block Grant program.

Partners include the U.S. Department of Housing and Urban Development (HUD); Michigan State Housing Development Authority (MSHDA); MCDDA and affiliate organizations, Michigan Housing Rehabilitation Specialist Network and Michigan Small Communities Association. CEDAC hosts tax abatement discussion on April 7

Please join SEMCOG's Community and Economic Development Advisory Council (CEDAC) meeting on Friday, April 7, 2006, beginning at 9:30 a.m. in SEMCOG offices, for a presentation on tax abatements by Dr. Joe Ohren (Eastern Michigan University) and Dr. Laura Reese (Michigan State University). The panelists will present research findings on the use of tax abatements over two decades in Michigan; the impact on local communities and on the state as a whole; the process used by communities to consider abatement requests; and policy implications for jobs and investment, revenues and equity, and fiscal health changes. Asset management workshops scheduled

Asset management is the process of regularly evaluating infrastructure and then managing (and maintaining) the current conditions based on strategic goals. In Southeast Michigan, the asset management process is being used with sewers and with roads and bridges. In May, there will be separate workshops that address each. Following are brief descriptions. Please save the dates.

Advancing Asset Management in Your UtilityMay 2-3, 2006, MSU Management Education Center, Troy. A comprehensive approach to managing our capital assets is overdue. This workshop brings "state of the practice" advanced asset management concepts, tools, techniques, and technologies to bear on managing for cost-effective performance. This approach focuses on relentlessly providing sustained performance of value to the customer at the lowest life-cycle cost and at an acceptable level of risk to the organization. Sponsored by SEMCOG, in cooperation with the Oakland County Drain Commission, the U.S. Environmental Protection Agency, and the Michigan Water Environment Association. Michigan Transportation Asset Management Conference — May 10,2006, Kellogg Center, East Lansing. Gain an understanding of what transportation asset management is, what the benefits are, and why your agency should consider adopting it. SEMCOG is pleased to welcome two new members. Westland (population 83,667, SEMCOG March 2006 estimate), the ninth most populous community in Southeast Michigan, and Clawson (population 11,986, SEMCOG estimate) bring SEMCOG membership to 151. Contact: Amy Malmer, SEMCOG Membership Manager.
