Executive Committee meets April 28

SEMCOG's Executive Committee will meet at 1 p.m. on Friday, April 28, 2006, in SEMCOG's downtown Detroit office. Action items to be considered include:

  • approving an amendment to the FY 2006-2008 Transportation Improvement Program to add 148 projects and delete six projects (net increase is $353.6 million);
  • approving 22 projects (totalling $4.25 million) as Southeast Michigan's submittal for the 2007 Safety Program;
  • approving 59 projects (totalling $38.37 million) as Southeast Michigan's submittal for the FY 2006 Congestion Mitigation and Air Quality Improvement Program;
  • approving a resolution in support of the recommendations of the Governor's Task Force on Local Government Services and Fiscal Stability; Ypsilanti Township Supervisor Ruth Ann Jamnick, who served on the task force, will provide context;
  • approving a resolution in support of SMART's proposed four-year 0.59 mill property tax renewal to support regional transit; and
  • endorsing a resolution urging state legislators to support cable franchising legislation that maintains local control of the cable franchise process, ensures build-out requirements so that providers are not able to "cherry-pick" customers, preserves local governments' authority over public rights-of-way, ensures no reduction in direct revenues, and preserves the Michigan Metros Act.

Ozone Action season begins May 1

The 13th year of Southeast Michigan's voluntary program that helps keep the air clean begins on May 1. SEMCOG reminds everyone that hot, sunny days combine with existing pollution to produce elevated ground-level ozone which is a health hazard, particularly for the elderly, the young, and those suffering from respiratory ailments such as emphysema or asthma.

Due to stricter air-quality standards imposed by the U.S. Environmental Protection Agency, Southeast Michigan is currently out of compliance in meeting the new ozone standards. Next summer a cleaner formulated fuel for all vehicles will help meet the new standard. In the meantime, Southeast Michigan residents can help keep the air clean this summer by doing the things they do on Ozone Action days every day. Good habits to help keep the air clean every day include:

  • When you need to refuel, fill up in the evening when the weather is cooler and don't "top off" the tank.
  • Keep tires properly inflated. Under inflated tires increases fuel consumption and the amount of carbon dioxide released into the environment.
  • Reduce auto use whenever possible. Plan to carpool, use public transit, bike, walk, or work at home.
  • Choose the lawn chair over the lawn mover. Relax on Ozone Action days. On other days, plan to mow the lawn in the evening when the weather is cooler.

SEMCOG University presents "What is the Michigan Local Bridge Program?" on May 11

To provide local agencies who have jurisdiction over one or more bridges, details regarding Michigan's Local Bridge Program (formerly, the Critical Bridge Program), SEMCOG University presents What is the Michigan Local Bridge Program? on Thursday, May 11, 2006, from 9 a.m.-noon (registration begins at 8:30 a.m.) in the Ambassador Room of SEMCOG's downtown Detroit office (third floor of Buhl Building, 535 Griswold, Detroit). This SEMCOG University workshop will focus on what qualifies as a bridge; the makeup, roles, and responsibilities of the State/Regional (Metro/University) Bridge Councils; funding; the application process; and common issues. Mark Harrison, P.E., Bridge Program Supervisor, Michigan Department of Transportation, is the presenter.

SEMCOG University workshops are free of charge for SEMCOG members and partners; there is a $75 charge for nonmember local governments. SEMCOG and Detroit Regional Chamber present Conserving Natural Resources on May 4

To help local elected officials and the business community better understand the variety of sustainable practices that conserve energy, protect air and water quality, reduce waste, and maximize resources, SEMCOG and the Detroit Regional Chamber present Conserving Natural Resources: The Bottom Line, on Thursday, May 4, 2006, from 9 a.m.-noon (registration begins at 8:30 a.m.) at the Detroit Regional Chamber, One Woodward Avenue, Suite 1900, Detroit. Sustainable practices have been getting much more attention, but what does it mean? Sustainable practices can impact business and government operations in a variety of ways. It is about energy efficiency and low-impact development, but it is also about improving operating processes to reduce waste and maximize resources. Those attending the workshop will learn about state and private-sector resources and efforts to promote sustainable practices, successful case studies from both the private and public sectors, and ideas for reducing barriers to implementation of sustainable projects and practices. 2006 Taubman Fellows selected

Dale Iman, Southfield City Administrator, and Edward Klobucher, Hazel Park City Manager, have been named Taubman Fellows and will attend the prestigious Program for Senior Executives in State and Local Government at Harvard University this summer.

Administered through SEMCOG, Taubman Centers' Fellowship for Executive Excellence provides local public officials with demonstrated leadership an opportunity to improve their leadership skills and broaden their awareness of effective approaches to public sector problems. Since 1991, Taubman Centers has sponsored the fellowships and underscored its support for the development of effective leaders in local governments in Southeast Michigan. Nominations for SEMCOG officers due May 16

Nominations for SEMCOG officers (First Vice Chairperson and four Vice Chairpersons) are currently being received by SEMCOG's Nominating Committee. Only elected officials who are delegates and/or alternates on the 2006-2007 Executive Committee are eligible for nomination as SEMCOG Vice Chairs. Officers will be elected at SEMCOG's Annual Meeting on Thursday, June 22, 2006, beginning at 4:30 p.m. at the Ponchartrain Hotel, Detroit. The Nominating Committee meets on May 16, 2006, to identify a slate of officers and delegates-at-large. Send written nominations to SEMCOG (in care of Kathleen Lomako) no later than May 16, 2006.
