One of the first steps in developing an architecture is to
identify the transportation services that are important to the
region. In Southeast Michigan, the National ITS Architecture Market
Packages were reviewed, prioritized, and categorized as
"Existing" (the service is already provided in the region by at
least one stakeholder), "Planned" (the service will be provided
in the future), or "Not Planned" (the service is not likely to
