Process_Description:
A polygon coverage was built using bgl <> bgr, blkl<>blkr, and trctl<>trctr. A detailed shoreline coverage using MGF v2 arcs so that the census boundaries did not extend into the water. The coverage was checked for accuracy by comparing to original TIGER files, and by using TIGER 1990 population data. Regions were created on the block group id. A shapefile of the regions was created.
