disadvantaged business enterprise (DBE)

SEMCOG’s ethic and federal and state regulations encourage participation of DBE in the provision of goods and services to SEMCOG. To that end SEMCOG has adopted policies indicating that SEMCOG shall not discriminate on the basis of race, color, national origin, or sex in the award and performance of any contract or in the administration of its DBE Program. Further SEMCOG annually signs assurances required as a part of state and federal funding agreements reiterating our adherence to these policies. These policies continue to guide our procurement activities and are coordinated with the activities of our funding agencies, particularly the Michigan Department of Transportation.

title VI

SEMCOG’s ethic, along with federal and state regulations, require that a percentage of grant budgets be allocated for contracts and for purchasing supplies and services from Minority and Women Disadvantaged Business Enterprises (DBEs).

SEMCOG, through adoption of an Executive Committee resolution on May 19, 1978, has pledged to abide by laws and regulations issued by federal and state authorities to provide DBEs with an equitable opportunity to provide supplies, equipment, and services used in conducting SEMCOG business.

All DBEs included in proposals submitted to SEMCOG must be certified in accordance with the Michigan Department of Transportation (MDOT). For additional information, please contact the MDOT Service Contracts Prequalification Unit.
