The Moving Ahead for Progress in the 21st Century Act (MAP-21) was passed by Congress in 2012, mandating all Metropolitan Planning Organizations (MPOs) and State Departments of Transportation (DOTs) develop a performance-based transportation planning and programming approach.  The requirements for a performance-based approach have been continued under the current transportation funding law, the Infrastructure Investment and Jobs Act (IIJA) of 2021.

This process of establishing and tracking performance measures is referred to as Transportation Performance Management (TPM). As the dedicated MPO for Southeast Michigan, SEMCOG is tasked with setting performance targets for the following areas: Roadway Safety, Pavement & Bridge Condition, National Highway System (NHS) Reliability, Interstate Freight Reliability, Congestion Mitigation and Air Quality (CMAQ), Transit Performance, Transit Asset Condition & Transit Safety.
