Complete streets are a focal point for Southeast Michigan communities as they strive to develop transportation networks that are safe, convenient, and accessible for people of all ages and abilities. Use the Multimodal Tool to test complete street designs and understand how they serve people walking, biking, driving, riding transit, and moving freight.

The Multimodal Tool was prepared with the following objectives:
- Address growing competition between travel modes for limited space within the right-of-way;
- Help local communities understand what is permitted for each project and road jurisdiction; and
- Provide a framework for communities to work with SEMCOG and MDOT to determine the order in which modes may be prioritized on certain corridors or within a district, and to work within operational standards.
With the Multimodal Tool, you can view modal networks and tiers, identify a project corridor, review modal priorities, and determine land use contexts. Next, set up your project and design cross-sections to best serve the prioritized modes in the given land use context. The tool then provides a level of service by mode to help you evaluate how well the design serves all users.
The tool is intended to help County and Local jurisdictions in Southeast Michigan, stakeholders and community organizations, SEMCOG staff, and MDOT staff. It can be used for State, County, and Local roads within Southeast Michigan.
