Local Millage Support Softens, but Most Proposals Successful Across Southeast Michigan

Michael Spence is the Government Affairs Manager at SEMCOG. In the 2000s, while earning his master’s in public administration, he supported SEMCOG's communications and local government operations work. With a newly-minted MPA in-hand, he worked as a local government manager in Northern Michigan. In 2015, he returned to Southeast Michigan – and SEMCOG – to lead the region's legislative advocacy and government finance/operations work.

Southeast Michigan voters broadly supported local millage and ballot proposals in the May 6, 2025 election, with 70% of 20 millage proposals passing in the seven-county region. Recent elections have yielded an 80% success rate for local millages, so last week’s results indicate a softening of support.

This softening was consistent across the state, where 74% of the 137 proposed millage renewals and increases passed.

Below are the overall results for millage and ballot proposals in Southeast Michigan:

Overall Millage/Ballot Proposal Results (SEMCOG Region) – May 6, 2025

  • Total passed: 14, 70%
  • Total failed: 6, 30%

Millage renewals and increases were almost universally supported across Southeast Michigan, with one exception: school bonding proposals, which made up almost half the millage ballot requests last week. More than half (56 percent) of the nine school bonding proposals were rejected by voters.

All but one of the remaining 11 millage requests in the region were approved by voters last week, representing strong support of local government millages, as well as school operating millage renewals and increases.
