As severe flooding events persist and changing rainfall patterns worsen going forward, SEMCOG is working to understand vulnerabilities in the transportation and infrastructure networks in the region and determine best practices to address these challenges.

SEMCOG has received funding through the Federal Highway Administration’s Promoting Resilient Operations for transformative, Efficient, and Cost-saving Transportation (PROTECT) Grant program, Erb Family Foundation through the Metropolitan Affairs Coalition (MAC), and MDOT’s State Planning and Research (SPR) program to create a Regional Resilience Improvement Plan (RIP). The Southeast Michigan Regional RIP will build on SEMCOG’s foundation of resilience work and accelerate implementation of equitable, nature-based resilience strategies across the region.

Southeast Michigan Regional Climate Resilience Framework
This document presents a comprehensive framework for enhancing climate resilience in Southeast Michigan, which is already experiencing the adverse effects of climate change such as recurrent urban flooding, extreme heat, and coastal erosion and flooding. The framework outlines proactive adaptation strategies for all entities in the region to pursue, distinguishing between high priority strategies for the near term and efforts to tackle over the long term. The strategies are further organized based on three primary stages of work: assessment, planning, and implementation.
Preparation of this document is financed in part through grants from and in cooperation with the Michigan Department of Transportation with the assistance of the U.S. Department of Transportation’s Federal Highway Administration, Federal Transit Administration, and other federal and state funding agencies as well as local membership contributions and designated management agency fees.
